Job Details

The Presidio Trust is seeking a Lead Utilities Project Manager to join the Infrastructure Management team in the Municipal Services Division. The Presidio, formerly a 1,491-acre Army base, is now a new kind of national park. The park offers unique recreation, hospitality, and educational opportunities, and is home to thousands of residential and non-residential tenants. The Municipal Services Division maintains the important infrastructure necessary to sustain the equivalent of a small city, including fire protection, utilities, water treatment, transportation, roads, trails, and signs.

 

Our ideal candidate possesses a masterful expertise of advanced engineering theories, principles, concepts, standards and methods practiced in the science of professional mechanical or electrical engineering to sufficiently incorporate new developments and resolve unique and novel challenges. You provide expert advice to senior colleagues and Trust officials responsible for broad program operations, and significant and innovative recommendations for advancing the utility and infrastructure programs affecting the welfare of the Presidio community and the sustainability of natural resources and the environment.

 

Responsibilities:

 

  • Manage the planning, design and construction of improvements to the Presidio of San Francisco's extensive medium voltage, and potable water utility infrastructure systems. Serve as the department’s technical expert in mechanical and electrical design, construction and maintenance issues.
  • Manage the Electric Distribution Maintenance Program.
  • Lead the department in the implementation of Infrastructure Management Services department guidelines for design project management and construction project management.
  • Lead the department in the implementation of the Municipal Services Permitting support program to insure Infrastructure Management Services utility standards and guidelines are incorporated into external projects.
  • Manage the planning, design and construction of improvements to the Presidio of San Francisco's extensive sanitary and storm drain utility infrastructure systems.
  • Serve as the Contracting Officers Technical Representative on assigned utility infrastructure construction contracts.
  • Establish scope, schedule and budget for each phase of assigned projects. Track and report schedule and budget information.
  • Develop scopes of work for procurement of professional services (engineering, CAD) and construction contracting services.
  • Coordinate outside utility providers, including SFPUC, PG&E and WAPA as needed for the development and construction of new utility infrastructure systems and metered service points.
  • Prepare designs, studies and reports for management in support of utility capital improvement and regulatory compliance programs.
  • Perform load analysis and forecasting for medium voltage electric and water distribution utilities.

Requirements

Required

 

  • Bachelor of Science degree from an accredited four-year college or university in Mechanical or Electrical Engineering, and at least ten years of progressively responsible experience in design and construction project management (five of those years must be associated with utility infrastructure construction).
  • Some work may require walking and standing in conjunction with attendance at meetings or in the performance of tasks outside the office. Work will require being at job sites where hazards exist typical to a construction site, and will require certain minimum mobility abilities and adherence to basic job site safety precautions.
  • Valid California Driver’s License
  • Professional Engineers License (PE) in Mechanical or Electrical Engineering
  • Knowledge of design, construction, and commissioning of medium voltage electric distribution equipment including switchgear, circuit breakers, control relays, transformers and electric conductors.
  • Knowledge of design, construction, and commissioning of potable water delivery equipment including pumps, pump motors, pump controllers and distribution piping.
  • Knowledge of governing standards and regulations associated with the design, construction, and commissioning of medium voltage electric and potable water distribution systems.
