Overall
Purpose: Leads a team responsible for planning and implementation
activities for achieving the organizations regulatory and legislative
objectives to include: developing, implementing and maintaining policies
and programs to ensure the organizations awareness of and impact on
federal, state and local legislative activities.



Key Roles and
Responsibilities: Manages the External Affairs team, consisting of area
managers, to plan and implement activities for achieving AT&T
legislative, regulatory and community objectives. To maintain reputation
as a strong community leader, the director manages and directs the
selection and implementation of the AT&T Foundation grants,
contributions, & memberships to help the company meet its
Citizenship and Sustainability objectives. External Affairs territory
field duties include developing strategic elected official and community
stakeholder relationships; assisting with permitting issues; resolving
constituency service issues; PAC solicitation; and monitoring local and
state ordinances that may impact the business. Plans events for
legislative campaigns, citizenship and sustainability initiatives,
merger activities, wireless, and senior citizen outreach. Coordinates
with internal business units to ensure permits and construction are
progressing on target. Strategize how best to interact with
municipalities and attend municipal planning commission hearings and
city council meetings as needed. Directs the analysis of legislative
bills to determine impact on AT&T and appropriate action. Plans,
coordinates and implements strategies to promote the organization's
point of view to local and state legislators and regulators, and
determine when to engage internal business units on the activities.
Establish and maintain contacts with key civic, government, community,
business leaders and legislators to ensure understanding and support for
company objectives. Directs the presentation of company positions to
elected officials, third party stakeholders and company officers,
executives, and managers. Directs state lobbying activities and
implements AT&T External Affairs activities and community relations
positioning for achieving the organizations legislative, regulatory and
operational objectives. May research state election laws and develop
Political Action Committees (PAC) guidelines to coordinate, carry out
PAC education and fund PACs. May develop and implement PAC strategies,
interface with agencies in administration of PAC activities, and ensure
corporate compliance to applicable regulations. Directs grassroots
programs for federal and state legislative activities to generate
constituent support for company objectives. Supports regulatory
interactions with state regulatory commissions.



Education: Bachelors Degree preferred.

Experience: Typically requires 10 or more years of experience and at least 2 years of management responsibility.
