Description The Deputy Program Manager (DPM) is a strategic hire that will initially support pre-award capture activities, as well as the Proposal Response, for a multi-year National Reconnaissance Office (NRO) acquisition that AT&T Global Public Sector is bidding.

Pre-award activities will focus on capture support, with the preponderance of time spent helping the team to develop an approach to Risk Management, Communications, Quality Control, and Financial Reporting. Proposal efforts will include supporting development of the Tech/Management Volume and/or other proposal artifacts such as Transition Plan.

After contract award, this position will transition to the defined Key Role of DPM for a 150+ FTE organization to execute and monitor project activities, with direct oversight of several major Work Breakdown Structure (WBS)/Project Organizational areas.

+ The DPM also serves as the backup to the Program Manager (PM) when necessary.

+ The ideal candidate will possess relevant Government or industry program/project management experience for an effort of similar size and scope, as well as technical experience directly related this opportunity such as LAN, CAN, WAN administration or engineering.

+ Primarily, they will work with the PM closely to ensure the smooth running of the project.

+ The candidate selected will support the PM for program establishment, including, but not limited to: Initial and ongoing staffing & on-boarding of employees (as well as subcontractors); manage changes to scope, cost and schedule of project work; prepare and update project plans and status reports; ensure correctness and adherence to all Contract Data Requirements

+ List (CDRL) and/or work products; participate in project performance review meetings and discussions; adherence to the design concept and to federal government standards; and adherence to schedules and requirements.

+ The DPM should have 15+ years of business operations & program management experience, with at least 10 years of experience supporting network operations, and IT service delivery within the Intelligence Community or DoD.

+ The DPM is expected to be a seasoned project professional that is adept at negotiating with the Government Contract Officer (CO) or Contracting Officer’s Technical Representative (COTR) to evaluating contractual changes—such as Engineering Change Proposals (ECPs)—or special projects defined by the customer Knowledge of Federal Government contracting is required.

+ Bachelors required in Business, IT or STEM, with a Master’s degree preferred (MBA or MSPM desirable).

+ Familiarity with Risk Management, conducting risk reviews and managing program risks desired

Bachelors, PMP or FAC-P/PM Certification, ITIL V3 Certification, 15+ years of experience

Required Clearance: TS/SCI and agreement to sit for a Polygraph

Desired: TS/SCI w/Poly
